Venus will periodically try to estimate available bandwidth to the 
servers it has but not according to the data it has to transfer/list. In 
fact, as far as I know, this bw estimation is used when propagating 
updates in the background (trickle reintegration during write 
disconnected mode) and maybe a couple of other things. Others on the 
list can correct me if I am wrong.
