I suspect this is because somehow debian/rules doesn't do "make all"
(all depends on $(RPCHEADERS) which contains vcrcommon.h), but don't
understand the Makefiles well enough to be sure.

For now I'm making do with

make clean
cd coda-src/vicedep
make vcrcommon.h
cd ../..
debian/rules build
<etc, etc>
