Fresh install with the latest version of coda on redhat es 3

# createvol_rep codaroot E0000100 /vicepa
Server E0000100 not in servers file

# cat /vice/db/VSGDB
E0000100 cpanel1

# cat /vice/db/servers
cpanel1         1

# cat /vice/db/scm
cpanel1

Can someone explain what i'm doing wrong here.????
